The National Voluntary Organization Active in Disasters (NVOAD), through a grant received from the Federal Emergency Management Agency (FEMA), has been implementing a two-year Disaster Case Management Program (DCMP) in Texas. The initial phase of the project is expected to end on the 30th of August 2019 with a confirmed extension through the 30th of February 2020. This is only a 6 month assignment
Members of the NVOAD consortium have been responsible for implementing different components of the DCMP program based on their organization’s strengths and expertise. Being a member of this consortium, The United Methodist Committee on Relief (UMCOR) has been an integral part of the program’s implementation thus far, providing expertise in the area of capacity building of case workers (through trainings) for all consortium members. For the inception of the project, an UMCOR oversight team was constituted to execute the organization’s deliverables on a day to day basis. The Monitoring and Evaluation Manager is an integral member of this oversight team and is primarily responsible for carrying out the monitoring and evaluation functions for UMCOR under the program.
In addition to the DCMP, on a rolling basis, UMCOR also provides disaster response grants to the United Methodist Church Annual Conferences in Texas. After the 2017 Hurricane (Harvey), additional funding was provided to help in the recovery efforts of affected households. In addition to carrying out the M&E function on the NVOAD DCMP grant, the M&E Manager would also be responsible for all M&E activities of UMCOR in Texas (statewide).
The role requires providing support in the following areas:
1) developing and maintaining an M&E system that tracks performance of the DCMP and UMCOR – United States Disaster Response (USDR) grants.
2) supporting UMCOR M&E unit in carrying out annual evaluations of UMCOR – USDR and DCMP programs.
3) generating and providing reports to fulfil UMCOR and NVOAD/FEMA requirements.
The M&E manager will work closely with all members of the DCMP UMCOR oversight team, UMC Annual Conferences and NVOAD consortium members on all matters relating to Monitoring and Evaluation.
This position requires physical presence in the UMCOR HQ office in Atlanta with frequent travel to project sites in Texas (Houston and St Antonio). This position reports directly to the Director of Monitoring and Evaluation.
Key Responsibilities:
More specifically, the M&E Manager would be responsible for carrying out the following assignments:
Monitoring, Assessing /Evaluating
DCMP:
· Developing/Managing M&E tools, policies and procedures to track performance of the DCMP in line with M&E systems proposed by consortium M&E lead organization and in consonant with UMCOR M&E from HQ.
· Through the shared data system developed by NVOAD, manage a database of cases opened, closed and progression made by case managers towards meeting unmet needs of beneficiaries.
· Track the most frequently reported unmet needs, numbers of referrals, and resources to which clients have been connected. This will allow for both the assurance that clients are being served in a timely fashion as well as the ability to report on the impact of disaster case management for each provider as well as across the consortium.
· Collect and continuously analyze data on cases served and available resources to identify gaps in resources so that solutions can be sourced.
· Conducting M&E trainings to build capacities of the case managers, data entry staff on appropriate use of M&E tools to ensure optimal data quality.
· Carry out periodic data quality assessments and execute emerging recommendations to improve on data collection processes and data quality.
· Represent UMCOR in all NVOAD meetings on matters relating to Monitoring and Evaluation.
· Carryout field visits to program and training sites
UMCOR USDR:
· Developing M&E tools, policies and procedures to track performance of all UMCOR-USDR funded programs.
· Provide M&E support to program managers and relevant staff with all USDR funded partners. Level of support would include, design (development of log frames, indicators, work plans etc.), development (and rolling out) of M&E tools, data analysis, and report writing.
· Provide support to all UMCOR M&E unit annual evaluations of UMCOR programs either directly (with guidance from UMCOR HQ) or indirectly (through consultants).

· Conduct trainings to build capacities of program personnel in all Annual Conferences that receive grants from USDR on all matters related to Monitoring and Evaluation.
Reporting:
Collate, analyze and report on all program activities carried out/implemented to by both projects to UMCOR M&E on a quarterly basis.
SKILLS/KNOWLEDGE**/**ABILITIES**
M.Sc. in International Development, or relevant social science with emphasis on Monitoring and Evaluation.
Minimum of two years’ work experience in similar position (s)
Experience developing and/or implementing typical M&E systems for small to medium international development and/or relief programs. A clear understanding of results framework, IPTTs, PMPs, etc.; and the setting of SMART indicators is desired.
Experience in leading program/project evaluations (quantitative and qualitative) in international development and/or relief settings (methodology development to writing final technical reports).
Sound data analysis skills with the use of appropriate statistical software for data analysis and visualization. (at least one of the following: SAS, SPSS, Stata or Tableau).
Experience in disaster response would be an advantage
Ability to work in relief and recovery settings.
Willingness to travel to project sites as and when requested
Experiences with Faith-based no-profit organizations a plus.
High degree of organizational and reporting ability with attention to detail and flexibility.
Ability to work effectively and independently in a cross-cultural environment with diverse personalities and working styles.
Skills in establishing and maintaining effective working relationships.
Excellent verbal and written communication skills in English is a requirement.
