Organization Overview
The United Methodist Committee on Relief (UMCOR) is the not-for-profit global humanitarian and
development organization of the United Methodist Church founded in 1940. UMCOR works in more than 80 countries worldwide, including the United States pursuing a mission of alleviating human suffering caused by war, conflict, or natural disaster. UMCOR works with partner organizations to rebuild livelihoods, health and homes. UMCOR has field offices in 6 countries, including Sudan. In Sudan, UMCOR program areas focus primarily in the field of emergency relief and transitional development, including but not limited to the following sectors; water and sanitation, food security, education, shelter, and community development.
1. Project Description
The United Methodist Committee on Relief (UMCOR) is currently seeking a Proposal Development Consultant to coordinate the development of an OFDA – funded proposal submission for East Darfur State.
The Consultant will bear primary responsibility for the proposal, which will be developed in close collaboration and consultation with the UMCOR Sudan Country Office and UMCOR HQ in New York.
2.Essential Tasks
The consultant will work in coordination with UMCOR’s Head of Mission, Finance Director and the Country Program Manager. His/her tasks include:
Proposal development, including the budget and budget notes, proposal narrative, and coordination with HQ for required annexes. The consultant will ensure that a complete, compliant and quality proposal is submitted to UMCOR Sudan Office and UMCOR HQ according to schedule.
Lead writer of the proposal, with support from UMCOR Sudan staff for technical sections
The consultant will be responsible for coordinating information from the field to be incorporated into the proposal submission.
Technical Project design, with support from UMCOR staff, based on learning from the current OFDA-funded project implemented in East Darfur.
Liaising with the UMCOR HQ and field staff to allow for adequate HQ proposal review/response to review/approval prior to submission and to resolve proposal questions
Supporting staff to determine and secure key partners for project implementation, such as National NGOs and government stakeholders.
3. Deliverables
Deliverable should be appropriate, responsive to donor priorities, feasible, cost effective and sustainable. The consultant must adhere to OFDA general guidelines for proposal submissions, as well as specific guidelines provided for UMCOR organizational standards. S/he will be supported and should expect to work closely as a member of a diverse team based in Sudan and New York to gather necessary data and develop the project. However, s/he must also be able to work independently. Deliverables include: Detailed proposal development timeline, Complete Proposal submission
4. Qualifications
Master’s degree in Development or related field;
At least 3 years of field experience with INGOs;
Fluency (written and spoken) in English; Arabic an advantage.
Previous successful proposal development experience
5. Capacity
Excellent writing, communication, organizational, and time management skills - adhering to deadlines and across multiple time zones.
Familiarity with local Darfur, Sudan context, needs, and governance structures. Understanding of local East Darfur development/emergency challenges.
Experience working on operational budgeting and project design (knowledge/competency of monitoring & evaluation concepts, log frames, budgeting) for USG donors, preferably OFDA.
Knowledge of OFDA Policies and procedures, experience writing and developing successful proposal submissions for USG Donors, preferably OFDA.
Demonstrable understanding of Sphere Standards and the UN humanitarian community
Very good computer (Word/Excel) and internet skills
A team player with good interpersonal and team building skills.
6. Accountabilities and Responsibilities
Overall coordination of the consultancy will be done by the Head of Mission based in Khartoum, Sudan. The consultant must provide all agreed upon deliverables according to a timeline that will be developed mutually with UMCOR staff and the consultant. The Head of Mission shall be responsible for the approval of all deliverables as stipulated in this Terms of Reference.
7. Remuneration
