International Expert on Timber Legality Standard Setting

Scope of Work

The review process will be two phased approach: Phase 1 will be the desk top review and revision of the standards based on the gap analysis done and Phase 2 will be the public consultation with different stakeholders. The Phase 1 is on-going within MFCC and Phase 2 will be done once the draft version of the standards have been prepared.

The consultant will primarily provide his technical expertise in the review of the Myanmar Timber Legality Verification System (MTLAS), particularly the standards.

This TOR should be accomplished in 5 months; with a total 25 working days spread over five months (November 2020- March 2021). For the duration of the contract, the Consultant, will work from home and will not be required to report on a daily basis to MFCC. However, the Consultant may conduct in-country missions when necessary and when needed.

Qualifications

The consultant will have the following minimum qualifications and experience:

▪ University degree in forestry, forest economics, international relations, or other relevant field to the Terms-of-Reference;

▪ A minimum of eight years of relevant professional experience. Recent working experience in the forestry sector in Myanmar is a distinct advantage;

▪ Proven experience in timber legality certification systems (voluntary and compulsory), and international legality requirements for timber and forest products;

▪ Demonstrated skill, knowledge of and wide experience of running stakeholder consultations and reporting in line with international best practices (such as ISEAL, ISO/IEC Guide 59:1994 Code of good practice for standardization, Global Reporting Initiative (GRI) Sustainability Reporting Guideline and Stakeholder Engagement Manual Volume [Accountability]);

▪ Proven experience in timber Legality Assurance System development or review/assessment;

▪ Experience in providing technical advice and support on forest governance issues;

▪ Excellent writing, presentation and communication skills;

▪ Fluent in English (Myanmar language highly desirable).
