WWF Myanmar is looking for a Consultant to conduct a baseline assessment of the CSR practices in Myanmar, including, but not limited to, an analysis of the existing CSR practices, strategic fit with the underlying environmental risks and stakeholder awareness and acceptance of those risks and CSR practices.
1.Background Information
The Greater Mekong Sub-region (GMS) is one of the most biologically diverse and productive regions but its biodiversity is under enormous pressure from rapid economic development. WWF-Greater Mekong works to halt the loss of the region’s extraordinary biodiversity, and to ensure that human use of the region’s natural resources is sustainable and equitable. Unsustainable economic activity is a major driver of environmental degradation and a green economy approach embraces the management and governance of natural capital - to maintain ecosystem functioning, provision of ecosystem services and equitable access to and sharing of resources.
WWF-Myanmar was established in 2013 as part of the Greater Mekong Programme. WWF-Myanmar’s Conservation Plan is founded on implementing a ‘Green Economy’ approach in policy decisions, natural resource management and in sectors such as infrastructure and energy.
2.Background of consultancy assignment/ project
CSR (also referred to as Corporate Sustainability or Sustainable Business in this document) is at a nascent stage in Myanmar. The private sector largely considers CSR an obligation to buy the social license to operate rather than using it as an opportunity to create a competitive advantage. Thus, often the CSR activities of the companies are not in sync with their core business, exposing the companies as well as the environment and communities to a greater risk.
Similarly, the policies to promote CSR consider a philanthropic rather than strategic lens, leading to a hodgepodge of uncoordinated philanthropic activities. These policies often neither address the underlying cause of CSR intervention nor help companies scale up their strategic CSR.
To address this challenge, a systematic analysis of the current understanding, implementation and acceptance of various stakeholders on CSR is required. This will allow the customization of the interventions based on the target segments as well as to measure the impact and success against the baseline.
3.Objective and the consultancy
The objective of the consultancy is to conduct a baseline assessment of the CSR practices in Myanmar, including, but not limited to, an analysis of the existing CSR practices, strategic fit with the underlying environmental risks and stakeholder awareness and acceptance of those risks and CSR practices.
4.Scope of work/Major responsibility
The scope of the analysis is divided into three parts.
A. Identify existing practices, trends and risks
Identify the existing CSR practices and trends based on the desk research. Map out the activities of large companies and organization on CSR actions and implementation. Identify the underlying business risks in operations and supply chain and analyse the strategic fit, if any, between the risks and CSR implementation. Similarly, identify the policies that promote CSR activities and if and how they help address the underlying environmental impact of the companies and long term sustainability of the society.
B. Identify CSR understanding, acceptance and implementation
Prepare and conduct a survey to capture and analyse the current understanding of the local industry actors, NGOs and government agencies on CSR. How companies design their CSR program and what government and NGOs want companies to achieve through CSR. In the survey also capture how the communities perceive CSR and if they receive any sustainable benefits out of the CSR activities of the companies.
C. Analyse the results and develop knowledge product
